If you were born in one of the ineligible countries listed at the government web site for this year's Diversity program, you may be charged to that country of your birth of either parent providing that your parents' was living in an ineligible country during the time of your birth.

If you studied in the country, legally naturalized, or was not born in that country you may not qualify for the Green Card.
