There is few public methods for contacting President George W. Bush. Obviously do not expect a reply him personally. However, according to the White House website the president occasionally reads letters himself.

The method of contact depends on your inquiry. I suggest doing all three. Write a letter by hand, email, and most importantly - give them a call. Phone calls are most personal and the phone operator wont be able to dodge your questions as easilly.
If you question a White House decision I encourage you to ring them up for a response. Whatever happens, don't give up seeking for knoweledge. It's our right to be informed on the affairs of our government, so talk to them!
